Space News online – 27/03/09
By PETER B. de SELDING Space News Staff Writer WASHINGTON — Astrium Services of Europe, which is branching out from its core military satellite communications services business to Earth observation and navigation, became a billion-dollar company in 2008 with a 43 percent increase in revenue compared to 2007. Astrium Services Chief Executive Eric Beranger said the company expects at least 10 percent revenue in 2009. The decline is mainly due to the fact that the company's core contract, to provide beyond-line-of-sight communications to the British Ministry of Defence and to NATO, reached its average annual revenue rate in 2008 with the completion of launches of the three-satellite Skynet 5 military telecommunications satellites. Beranger refused to give precise revenue figures for the company. But Astrium Services parent, EADS, said in its annual financial statements that Astrium Services in 2008 accounted for 19 percent of the total revenue booked by Astrium in 2008. Astrium Space Transportation and Astrium Satellites are the company's other space divisions. Both are bigger than Astrium Services but are less profitable and growing less quickly. A 19 percent contribution to Astrium's total revenue in 2008 would put Astrium Services' revenue at 814.9 million euros, or $1.11 billion. Astrium Services operates three Skynet 5 satellites and three Skynet 4 spacecraft for the British Defence Ministry, plus one aging NATO satellite. The company is providing part of its Skynet 5 capacity to NATO under a multiyear contract. By the number of satellites it operates and the revenue that is generated from them, Astrium Services is among the world's top commercial satellite operators. Malcolm Peto, chief executive for telecom services at Astrium Services UK, said the company recently has been able to squeeze additional UHF capacity from the Skynet 5 satellites, effectively resulting in the addition of two more UHF channels being made available on each of the three Skynet 5 spacecraft. Each satellite now has seven channels instead of two. Astrium Services recently booked a contract to provide UHF satellite capacity to the U.S. Navy, through its partner, Intelsat General of Washington. Peto said the three large Skynet 5 satellites currently are about 50 percent full. Military and government telecommunications services account for about 60 percent of Astrium Services revenue, Beranger said. Earth observation and navigation-related services account for the rest, with navigation still in the start-up phase. In 2008, Astrium Services purchased the French government's share in Spot Image, whose optical Earth observation satellites will be added to the TerraSAR-X radar satellite operated by Infoterra, Astrium Services' geo-information division. A TerraSAR-X twin, called TanDEM-X, is scheduled for launch late this year. Spot Image operates the Spot 2, Spot 4 and — as its main revenue generator — the Spot 5 spacecraft. Launched in May 2002, Spot 5 is already past its contracted five-year service life but continues to operate well and has several full service years of life ahead of it, Beranger said. He said the company continues to evaluate a Spot 6 satellite to assure the Spot Image revenue stream. Spot 5 accounts for more than half of Spot Image's 100 million euros in annual revenue. Industry officials have cited numerous reasons why Astrium Services has not yet ordered a Spot 6 satellite despite the fact that it will take about three years to build and launch. In the meantime, Spot Image's revenue stream will continue to be highly dependent on a single asset, Spot 5. One reason is that the French government and some other government customers of Spot 5 have grown accustomed to paying low rates for the imagery and now face commercial rates. Another reason is that the Astrium Services purchase of Spot Image occurred just as the credit crisis was causing banks to stop lending. A final reason is that the Spanish government is building a satellite called Ingenio that has many of the characteristics of a Spot 6. "We naturally have an interest in discussing with Spanish authorities on whether there might be some clever way we could work together," Beranger said.

The state-of-the-art Media Back-link Unit enhances the EADS Astrium TOMS (Television Over Military Satellites) system fitted to Royal Navy ships. Together they enable the Commanding Officer of a vessel to be interviewed live on television from the ship. The trial on board HMS Cumberland during her deployment to the western Atlantic and Caribbean is being supported by Paradigm Services which is providing additional military satellite capacity.
During HMS Cumberland's tour of duty she will be in a position to respond to calls for assistance during the hurricane season. Ships deployed to the Caribbean and western Atlantic also work in close cooperation with US and other national authorities in the war on drugs.
Royal Navy personnel from vessels on patrol are often the UK's first representatives in disaster areas or trouble spots providing vital assistance and support. The Royal Navy's contribution to humanitarian and disaster relief operations has, however, often been under-reported in a world which expects immediate, high quality picture news. The trials are demonstrating that any Royal Navy ship equipped with the system can have the capability to provide live broadcast-quality video from anywhere in the world. It is understood that the Royal Navy is delighted with the initial results.
The basic TOMS fit provides recreational television and news services for sailors on RN ships around the world, with programming by the British Forces Broadcasting Service (BFBS). Paradigm Services, as part of its Skynet 5 contract, provides secure global satellite communications to the Royal Navy along with the rest of the UK's Armed Forces. TOMS is a simple and cost effective additional service to the EADS Astrium shipborne communications system (SCOT), with over 150 SCOT systems procured by 11 navies worldwide. The TOMS system has also undergone successful trials over existing UK Armed Forces land terminals.

British Forces get connected
Troops in the Middle East benefit from wireless Internet connection
Additional service as part of UK Ministry of Defence (UK MoD) welfare provision 11th September 2009, Stevenage. Paradigm Secure Communications, a subsidiary of Astrium Services, has successfully rolled out Wi-Fi services to complement its current WelComE (WELfare COMmunications Everywhere) provision to British troops in Afghanistan.
Paradigm has been responsible for providing welfare communications to troops since 1999. The WelComE service is now an integrated part of the welfare package provided to troops and Wi-Fi is the latest addition to the current service provided by Paradigm.
After a successful Wi-Fi trial in 2008, the service has now been deployed at UK bases across Afghanistan. Paradigm is successfully fulfilling a UK MoD contract to allow British troops to “get connected” from their accommodation tents. In just one month on one site, 848 Gb of data, the equivalent of 134.6 million web pages, was downloaded on the network, showing just how popular the service is.
To ensure that everyone gets a fair share of the service, each user has a daily Wi-Fi allowance. This means that the troops can each spend up to an hour a day not only sending and reading their emails, but also catching up on the news back home by surfing the web.
Paradigm has selected LAN 2 LAN to work with them and provide the Wi-Fi service as the UK distributor for Trapeze wireless products. Paradigm and LAN 2 LAN developed the system design within the UK before deploying solutions to site.
John Goodman, Operations Director at LAN 2 LAN, said:
"The strong partnership formed between Paradigm, LAN 2 LAN and Trapeze Networks has been instrumental in the successful implementation of this ground-breaking project.” To ensure the reliability of the service, Paradigm has engineers based in-theatre to provide local technical support as well as support from the UK via the WelComE Customer Contact Centre.
Peter Bruton, Managing Director of Paradigm Services, said:
“We are delighted that the Wi-Fi service is already proving to be a great success amongst military personnel in-theatre and this represents a significant milestone in the WelComE service we provide here at Paradigm.”
“Ensuring that military personnel can communicate with their family and friends back home is vital to their well-being.”

Paradigm Secure Communications signs export contract for Milsatcom services with Canada Paradigm Secure Communications Ltd., has been awarded a contract by Public Works and Government Services Canada (PWGSC) for the delivery of military communications services to the Canadian Department of National Defence (DND). This agreement requires Paradigm to provide managed secure communications services to the Canadian Navy, on an as and required basis. Paradigm will also provide the use of modem equipment in the UK to support the service and the provision of a dedicated backhaul connection between UK and Canada. This will allow the Canadian Military direct access to secure, survivable satellite communications, which will enhance their communications capability in remote areas, facilitate their role in NATO and national operations, and allow cost-effective management of these resources. Paradigm Secure Communications, a subsidiary of EADS SPACE Services, is the world’s first commercial provider of Military X-band Services and the only company able to offer X-band communications on hardened and protected satellites that are compliant to NATO standards. Malcolm Peto, Managing Director of Paradigm Secure Communications, said, “Paradigm is delighted to make this announcement and I look forward to continuing our close working arrangements with the Canadian Military. I am very pleased with the fast and responsive interaction between our teams and I welcome the DND to the Paradigm Milsatcom club.” Paradigm is able to offer this unique service to export customers as a result of the signing of the groundbreaking Skynet 5 Private Finance Initiative contract with the UK MOD in October 2003. In May 2003, Paradigm took over operations of the entire UK MOD satellite communications (satcom) network, and is today meeting all the UK Armed Forces’ satcoms requirements through a comprehensive managed service approach. The Skynet 5 PFI programme will deliver the most advanced and flexible satellite communications service with greatly increased throughput over the current system – the new satellites will have 12 times the power and will set the benchmark for military X-band performance. The service will enable instantaneous voice, video and data transmission between users deployed in a wide range of operational scenarios. Individual requests for services to meet specific operational requirements are handled by Paradigm, which provides 24/7 365 day support.

Fairfax, VA, November 3, 2009 – CapRock Government Solutions announced today that it has signed a multi-year, multi-transponder strategic purchase agreement with UK based Paradigm Secure Communications Ltd. Paradigm owns and operates a fleet of military hardened geosynchronous communications satellites with both X-band and UHF payloads. Although Paradigm has signed on other distributors of capacity for its Skynet 5 satellite fleet, this agreement with CapRock creates Paradigm’s first Network Service Provider to the U.S. military and Intelligence community. Access to commercially provided X-band communications has become increasingly important as a means to augment military satellite capabilities, the demand for which continues to outpace supply. With the addition of access to Paradigm’s hardened and protected X-band capacity, CapRock now has the ability to offer a wider variety of X-band services tailored to each unique government requirement.
In December 2008 CapRock signed a similar multi-year, multi-transponder purchase contract with another commercial X-band provider. The initiative has been highly successful, resulting in the deployment of over 200MHz of bandwidth and multiple protected networks for the U.S. Government. When combined with other agreements, CapRock is now the single largest network provider of commercial X-band services to the U.S. Government.
“To support our clients’ expanding requirements for in-theatre communications, we’ve taken a proactive approach and prepositioned both bandwidth and infrastructure in areas of high demand,” said CapRock Government Solutions President, Tom Eaton. “We’ve expanded our strategic investments in X-band infrastructure and new services so they will be available when and where our government clients need them. This pioneering arrangement with Paradigm exemplifies CapRock’s strategy of anticipating, investing in, and then meeting the demand for innovative remote communications solutions.”
“At Paradigm, we continuously look for partners who not only understand the unique challenges of government missions and how to deliver trusted end-to-end solutions, but also have the ability to add their own value to our X-band capacity,” said Paradigm Managing Director, Keith Norton. “CapRock has a proven reputation as a premier provider of managed satellite network solutions operating in some of the world’s toughest environments. We are very pleased to add CapRock to our family of distributors and to have them as our first Network Service Provider to the U.S. military and Intelligence communities.”
CapRock’s Paradigm-based services are designed for sensitive missions that may require resilient, operationally secure, military-grade solutions. Originally commissioned under contract with the British Ministry of Defense, Paradigm owns and operates a state-of-the-art military grade satellite fleet which includes electromagnetic-pulse hardened satellites, built-in anti-jamming capabilities, configurable global and spot beam coverage and MAC Level I security certification.
As Paradigm’s Network Service Provider to the US military and Intelligence community CapRock will offer both off-the-shelf subscription services and custom-designed satellite networks. As part of its end-to-end X-band services, CapRock provides complete remote terminals, including man-portable, quick deploy and communications-on-the-move systems, as well as space segment and teleport services. These offerings are unique in that they are commercially available solutions designed from inception to support military and intelligence missions.
In addition to the recent Paradigm agreement, CapRock currently provides over 3.5GHz of managed communications services across some 40 satellites in X, C, Ku, and Ka bands. CapRock is a facilities-based service provider and owns and operates a global infrastructure of five teleports, four 24x7 network operations centers and eleven regional field service centers.
