Bethesda, MD, 14 September, 2009 – Intelsat General Corp., an indirect, wholly-owned subsidiary of Intelsat Ltd., has been selected as the first preferred distributor in the United States of X-band and UHF communications services on satellites operated by Paradigm Secure Communications Ltd., a wholly-owned subsidiary of Astrium, part of European Aeronautic Defence and Space Company (EADS)
UK-based Paradigm was established specifically to provide satellite communication services to the UK Ministry of Defence and its allied military forces around the world. Paradigm operates the Skynet 4 and 5 fleet of satellites that provide X-band, UHF and other services to military users.
Intelsat General previously announced agreements to partner with Paradigm in providing a range of UHF and X-band services to the U.S. military and other U.S. government users. This preferred distribution agreement has grown out of that previous success.
“This agreement provides an even wider framework for Intelsat General to offer a range of vital tactical communications capacity to the U.S. military around the globe,” said Kay Sears, President of Intelsat General. “We are gratified to find a strong strategic partner in Paradigm to provide this capacity to our customers. Alliances of this nature are especially important as they offer bandwidth in expanded frequencies that complement the current Intelsat system.” The designation of Intelsat General as a preferred distributor of Skynet satellite capacity gives the company broader authorization to market Paradigm’s products and services to a wide range of military and government satellite users.

In 2008, Intelsat General signed a contract with DRS Technologies Inc. valued at up to $48 million to provide the U.S. military with X-band satellite capacity on Paradigm’s Skynet satellites. Intelsat General signed another contract later in the year to provide UHF services on the Skynet satellites to the U.S. Navy.

British Forces get connected
Troops in the Middle East benefit from wireless Internet connection
Additional service as part of UK Ministry of Defence (UK MoD) welfare provision 11th September 2009, Stevenage. Paradigm Secure Communications, a subsidiary of Astrium Services, has successfully rolled out Wi-Fi services to complement its current WelComE (WELfare COMmunications Everywhere) provision to British troops in Afghanistan.
Paradigm has been responsible for providing welfare communications to troops since 1999. The WelComE service is now an integrated part of the welfare package provided to troops and Wi-Fi is the latest addition to the current service provided by Paradigm.
After a successful Wi-Fi trial in 2008, the service has now been deployed at UK bases across Afghanistan. Paradigm is successfully fulfilling a UK MoD contract to allow British troops to “get connected” from their accommodation tents. In just one month on one site, 848 Gb of data, the equivalent of 134.6 million web pages, was downloaded on the network, showing just how popular the service is.
To ensure that everyone gets a fair share of the service, each user has a daily Wi-Fi allowance. This means that the troops can each spend up to an hour a day not only sending and reading their emails, but also catching up on the news back home by surfing the web.
Paradigm has selected LAN 2 LAN to work with them and provide the Wi-Fi service as the UK distributor for Trapeze wireless products. Paradigm and LAN 2 LAN developed the system design within the UK before deploying solutions to site.
John Goodman, Operations Director at LAN 2 LAN, said:
"The strong partnership formed between Paradigm, LAN 2 LAN and Trapeze Networks has been instrumental in the successful implementation of this ground-breaking project.” To ensure the reliability of the service, Paradigm has engineers based in-theatre to provide local technical support as well as support from the UK via the WelComE Customer Contact Centre.

This year, Paradigm is celebrating 10 years of providing welfare communications to UK troops deployed worldwide.
The project, named WelComE (Welfare Communications Everywhere), was conceived in 1999 and was first rolled out to troops in the Balkans. The service has since grown immensely and is now a fully integrated part of the Deployed Welfare Package offered to entitled UK troops.
Entitled troops are provided with 30 minutes of publicly funded telephone calls per week as well as Internet access and, in certain locations, a newly installed Wi-Fi® service is now available, giving troops access to their emails from the privacy of their accommodation.
Today, Paradigm uses a variety of different methods to ensure that every user has access to their welfare entitlement. The specific method depends on the local environment, the number of users and the duration of the deployment. Paradigm makes use of commercial satellite communication networks, Inmarsat and Iridium mobile satcom solutions, local public telephone access, as well as the recently launched Skynet 5 satellites.
Communication is vital to the morale of troops, and to know that our service brings some comfort to them and their loved ones during these difficult times makes it all the more important for us.

Stevenage, September 8th, 2009. Paradigm Secure Communications Ltd, a subsidiary of EADS Astrium Ltd, is using DSEi as the platform to launch its new product/service offering LifeLink to military and government users worldwide, utilising the newly developed FRED (FIND and REPORT EMERGENCY DEVICE) product.
In hostile areas there are frequent dangers to individuals and teams as well as to high value goods. This is a concern to organisations who have a duty of care to personnel operating in these environments. The primary use for FRED is as a personal safety device so that users can activate an alert mechanism to notify their position and the possible need for action.
LifeLink is a fully managed end-to-end global alert and tracking service making use of proven rugged solutions such as Paradigm’s latest FRED device. LifeLink enables the user to request a rapid response to personal emergencies in remote locations through a network of responders. The service includes a two way communication capability to provide assurance to the user that their alert or message has been received. Responders can be alerted and make use of a secure portal to view the position and exchange messages with the remote user.
FRED is a light-weight hand-held device utilising Iridium Short Burst Data (SBD) communications and GPS for positioning. FRED has a full colour display and allows users to exchange pre-set messages and monitor their status, mark waypoints/store geo-referenced data points all via a simple menu system.
GPS data together with Global Iridium’s truly global satellite coverage has been selected by Paradigm as the most appropriate method for alerting responders to where assistance is required.

On June 15th 2009, Paradigm entered a service agreement with the UK Ministry of Defence on behalf of the UK Cabinet Office to supply Cabinet Office crisis management facilities and key crisis management centres across England, Scotland, Wales and Northern Ireland with a High Integrity Telecommunications System (HITS). Paradigm Secure Communications, a subsidiary of Astrium Services, has entered a service agreement with the Ministry of Defence, on behalf of the Cabinet Office. Paradigm will supply Cabinet Office crisis management facilities and key crisis management centres across England, Scotland, Wales and Northern Ireland with a High Integrity Telecommunications System (HITS). The service has been developed to support Responders in fulfilling their obligations within the Civil Contingencies Act and significantly increases the Government’s preparedness to support regional / local government in the event of short / no notice disruptions to the national telecommunications infrastructure.
The service capitalises on the successful Skynet 5 satellite communications PFI programme and marks the start of a new phase for Paradigm under which it is able to offer enhanced services to civil government departments and agencies. Keith Norton, Managing Director Paradigm said: “Up until this year, Paradigm’s focus was entirely on rolling out the new Skynet infrastructure and delivering first class service to MoD as our foundation customer. Now that the infrastructure is bedded in, including three new state of the art satellites and an upgraded ground network, we are able to turn more attention to exploring ways of expanding the use of this unique asset in the national interest.”
The HITS service comprises a satellite communications overlay, complemented by terrestrial links, and will provide a resilient communications capability that is not reliant on the Public Switched Telephone Network (PSTN). To supplement flexibility the service includes a number of satellite communications terminals. The terminals are distributed across the country enabling them to be dispatched anywhere at very short notice by land or air. The use of open standards allows interconnection of the HITS with other current and future UK Government IT systems.
The HITS services will be fully managed on behalf of the Cabinet Office from Paradigm’s 24/7 fully redundant operational headquarters in Wiltshire. Paradigm will support the regional sites from a number of EADS and other partner operational centres across the UK to ensure a rapid response to any local problems with the infrastructure.
The service will begin operation with the first sites going live in Q4 2009, with all sites and transportable terminals fully operational by 2012.
